The Kolusian Allied Treaty Organisation is an intergovernmental military alliance between 9 member states – 3 Primary Members and 6 Associated Dependencies. Established during a period of escalating threats from the increasingly erratic Arcadian sphere, the organization is a ratification and expansion upon the preceding KAFTA trade and defence bloc. KATO is a collective security system: its independent member states agree to defend each other against attacks by third parties with no obligation to aid in offensive actions. Prior to the Aeserian Civil War, KATO operated on the perceived threat posed by PAKT. The alliance remained in place after the dissolution, serving as an attempted counterbalance to Zokesian and UIF power.

KATO formed with five founding members and has added new members three times, most recently the Kroman Meritocracy and the Republic of Diosca following Reconstruction in 2105. In addition, KATO currently recognizes Botang as an aspiring member.

History

The Kafrican Free Trade Area(KAFTA) treaty was signed by Consolidated Tekkia, The New Grestin States, and The Republic of Celrapan on June 3rd 2043. It served primarily as a freedom of movement and customs agreement with an additional minor defence clause.

In early 2047, amid increasing provocations from the Arcadian Union, talks for a wider military alliance, which could include the nations of The Solari Consensus and The Mechani Union, also began. These talks resulted in the KATO Charter, signed on September 21st 2047 by the member states of KAFTA in addition to both prospective members. The formalisation of military ties would prompt the formation of the rival alliance, PAKT, from the Arcadian sphere of influence.


KATO was largely dormant for the following decade, preparing for what many at the time called an unavoidable confrontion. The decline of PAKT power in 2057 signaled a noticable change in KATO posture. A policy of indirect material support was adopted as military equipment was sent to preferred nations. Politically, the organization sought better relations with the newly independent Zokesian and Aenian states, and diplomatic forums for cooperation between KATO and these neighbours were set up during this period of thaw, including the admittance of the Republic of Krome in 2061.

New Grestin would see itself ejected from the body that same year for Article 1 violations following military threats against Comer amid closening relations with the the Republic of Krome. The Comer Treaty would be signed on August 28th 2062 under threat of KATO intervention. The Republic of Krome would soon after see itself ejected in 2066 for the same violations, actions which would bring further consequence in The Kroman Crusade.

The Parties undertake to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security are not endangered, and to refrain in their international relations from the threat or use of force in any manner deemed unproportionate.

Post-PAKT

The dissolution of PAKT following the First Continental War in late 2072 led to a strategic re-evaluation of KATO's purpose, nature, tasks, and focus. Doubts over the strength of the relationship between the Kolusian states amid the growing offworld momentum of its members swirled, along with doubts over the credibility of the KATO defence against any new peer rival. In 2072, the newly formed Territories of Envilmia and Stagnum joined the alliance. In the following decade, member states would involve themselves in kerbin affairs on an individual level with rare reliance upon the alliance structure.


Article 5 of the KATO Charter, requiring member states to come to the aid of any member state subject to an armed attack, was invoked for the first and only time following the Greater Kerbin Union's declaration of total war against the nations of the world in 2082, an invocation made redundant by the nature of the declaration. KATO formed the core of the United Front, an Anti-NEOCON coalition comprised of multiple alliance bodies, and led the strategy and end negotiations that comprised the Great Kerbin War

Containment

With the Great Kerbin War having ended in a stalemate, KATO adopted a policy of containment against high value opposition nations, many comprising the initial preferred nations list 30 years prior. Forceful expansion of the NEOCON alliance system into neutral nations would be met with material and training support.

The highest profile of these interventions being the Solani led Kroman Reconstruction amid the Kafrican War and Tekkian intervention in the New Grestin successor states both occuring in the early 2100s.
