Following the formation of the New Kalban Republic, from the war torn husk of the SFRK, the provisional government began a project to rapidly restore the infrastructure and industry of the nation, and create a base from which to develop further. The reconstruction was to take place in 3 year plans, each with specific goals, and methods of completion. The long process of reconstruction started in 2138, the same year the republic was founded. Fortis provided a large amount of support to the reconstruction, from loans, technical knowledge, advisors and trained labourers. Their aid played a major role in the reconstruction, and made it’s pace possible.

Conditions Prior to Reconstruction

As of 2138, the territory of the New Kalban Republic was ravaged by decades of destructive warfare, abandonment, and technological regression. Even basic infrastructure, such as power, running water, medical systems, and the transport network had fallen into disrepair and was not functional. People of the NKR lived poorly, relying mostly on farming and primitive industry for sustenance. Prior to starting the first three year plan, the military leadership invited advisors from the old Kalban ally in Fortis, who, either from sympathy or in an attempt to stabilise the region, obliged. The advisors assisted the local specialists in estimating the condition of existing infrastructure, and setting goals for the first three year plan.
