Neo-Mechani, officially the Independent City-State of Neo-Mechani, and sometimes referred to as The City, is a city-state in Kolus. The nation is a rump state of the former Mechani Union, and exists across the former MU's Orisse Canton region. The City's core territory is a landscape of hyper-dense, incredibly sophisticated urban mega-sprawl, though the border-adjacent areas under its control still possess some green space and more isolated settlements and surburbs. It is connected to the former Mechani mainland via a singular land border, which is controlled via the infamous Neo-Mechani Quarantine Wall. Neo-Mechani is vastly different from its progenitor state in regards to governance- instead of a social democracy akin to its forefathers' government, the City operates under a mixed public-private ruling body known as the City Council. This governing body, while limited in power and prone to what many would call extreme corruption at times, is a historical legacy of the City's formation and the final days of the old Mechani Union. Though the ethics of such a system are highly dubious, opposition to the Neo-Mechani City Council is small, as the Council tends to rapidly respond to major crises before they get out of hand, no matter the means necessary.

Unlike its predecessor, Neo-Mechani maintains a relatively amicable foreign policy, strongly focusing on maintaining geopolitical neutrality and facilitating commerce and trade between its private Corporate entities and foreign powers. Due to this, international trade and tourism is actively encouraged by City authorities, and the Council maintains a large security force known as Internal Affairs that openly protects a significant portion of trade within Kolus and other neighboring territories. A particularly large motivating factor behind this multidecade policy program is the City's crowning achievement and core infrastructural milestone- the old-MU-era Orbital Lifter spire, a large space elevator located in the middle of the City's downtown zone. A legacy of the time before the City was 'The City', the Lifter was a major project constructed by the prior government as part of its responsibilities within the space-colonization-focused Solani Commonwealth and Joolian Federation supranational organizations. In the present, the Orbital Lifter serves as both the City's primary government offices and its main economic lifeline to space.

It is estimated that roughly :DATA REDACTED- SEE IA: people live within the City presently. True numbers are difficult to determine, as many of the City's inhabitants live dense urban agglomerations that inhibit accurate census data collection. Furthermore, the exact number of inhabitants within the border-zone refugee settlement areas is unknown due to the particular conditions of those locations.

Etymology

The descriptor 'Mechani' dates back to the earliest days of the ethnic Mechan people and their original city-states and settlements across Western and Central Kolus that led to the formation of the original Mechani Union. However, the modern City of Neo-Mechani merely borrows much of their former predecessors' etymological information, and

History

In the early 2100s, the long-powerful Mechani Union's glory days were long since past. Strained by the difficulties of managing the lives of millions of terrestrial citizens on Kerbin, colonies on Duna, Laythe, and elsewhere, and supporting a burgeoning space program and series of international partnerships, the Mechani Union's government began to suffer continued breakdowns in civic order and function across the last decades of its existence. This continuing embrittlement of state power led to rising unrest across the country, particularly in more rural and suburban areas, and eventually a loose collective of powerful Corporate entities began abusing this lapse in state control to fan the flames and entrench themselves in their own near-fiefdoms across the country as central control withered and unrest intensified. Eventually, the worst-off areas were forced under martial law due to the effects of Corporate undermining hitting their peak, and the largest of the firms behind these developments began openly challenging the state's authority more and more.

However, these multifaceted crises would not be the final death knell of the Union. No, that would be something else entirely- an apocalyptic event known only as Scourge Day to the modern citizens of Neo-Mechani. In 2150, at 0900 hours local time, a massive anomalous signal source was detected across the entire sensing spectrum in central Mechani territory. The signal strength (and energy levels in the area across the entire electromagnetic spectrum) began to skyrocket with no apparent cause, from an underground source, leading to widespread alarm- but that was only the foreshock. Originating from ground zero, a massive, anomalous explosive event soon occurred, wiping a huge chunk of populated central Mechani from existence with only a jagged, deep crater remaining. Immediately after this event, an unknown Contamination began spreading outward along the routes of debris and ash from the blast, rapidly triggering mass die-offs and tissue damage/mutation across all local flora and fauna in the affected regions. Many, citizens would perish in the initial days of this disaster, and the most populous of the urbanized areas of Mechani- the coastal megalopolis region of Orisse Canton- convened a meeting in secret between major political leaders still present and the heads of the surviving Corporates.

A secret deal was struck, and soon the Quarantine Wall and its atmospheric-purification towers rose along Orisse Canton's borders with the rest of Mechani. Millions fled eastward towards the sea, and not all of them made it into the safety of the canton before the border was locked down to protect the construction efforts. Two years later in 2152, the canton, now renamed Neo-Mechani, had begun reforming into the modern City's earliest stages of existence; the Wall with its all-important purification towers was complete. The Mechani Union was no more, and while others would potentially resettle the lands that had once been the home of the Mechani people... it was forever changed.

Geography

Neo-Mechani is situated on a coastal peninsula region across what was once referred to as Orisse Canton within the former Mechani Union's system of geographic identification.

Climate

The Orisse Peninsula Neo-Mechani's territory encompasses is situated in a sub-temperate coastal climactic zone, and as such is a natural source of seafood, fresh and salt water, and marshland agriculture. However, the modern City's territory has mostly paved-over the natural coastal environment with hardscape, though in the green-space areas closer to the Wall there are still pockets of natural and artificially replanted coastal forestland and natural areas. Neo-Mechani tends to get mild summers and brisk, cold winters as a result of this location, and the natural lake-effect-esque weather action sparked off of the Sea of Kolus during the season.

Urban Areas

The City's urban sprawl spans from the northern coastline of the peninsula to the southern equivalent, with a dedicated 'border zone' of green space and suburb/refugee settlements smattered across the terrain west of the multiple lakes that sit in the center of the territory. The City's sprawl itself is concentrically more developed and dense the closer one gets to its central Downtown district, where the Orbital Lifter space elevator complex is located, acting as the heart of the City and the main governmental and infrastructural zone- with the base structure of the elevator reaching deep underground in addition to rising up into the atmosphere. The City's buildings have long grown taller and taller the closer one gets to the Lifter, but that trend has slightly begun to be broken in the past years as developers eager to renew outlying districts begin replacing older towers and complexes with newer, larger ones. Most civilians tend to live in the districts outside the Downtown zone, while that area is primarily inhabited by government officials, IA personnel, members of large Corporates, and tourists- though the Lifter's base itself serves as a small habitation zone for the full-time maintenance and operations staff that work there.

The 'border zone' settlements were built from the remains of the metropolitan satellite towns and cities that radiated out from the original Orisse City that grew into Neo-Mechani, and vary between Corporate-run suburban areas to outright overpopulated refugee containment zones left over from the harsher days of the City's border policies in the wake of Scourge Day. Such areas are often notorious for being abused by less scrupulous Corporates and organized crime groups, and various Fixer offices and IA operational teams have worked to try to clean up said zones, but often to little long-term success.
