History

Pre-Colonization

As the small military outpost of New Corvus was completed in the mid-2190s, the Atreian monarchy under Queen Morgase II began to discuss the ideas of expanding their colonial desires to more celestial bodies, with their first target of colonization being the icy moon of Minmus.

The yet unnamed colony would serve as a secondary seat of power to the Atreian monarchy in case of a disaster, as well as a refueling outpost and staging ground for future colonial efforts into both the inner and outer planets. Additionally, as the Pan-Veiidic Commonwealth grew in size both territorially and economically, what would become New Rison would turn into a symbol of economic strength as the Commonwealth moved into the 23rd century.

Post-Colonization

Following approval for a deadline of 2204 by Morgase II in 2199, the Veiid Colonial Administration (VCA), under Atreian leadership, issued out design requirements of a small colony ship to do service from low Kerbin orbit (LKO) to Minmus with sufficient enough capacity to do continuous, ten day sorties to and from each planetary body. Alongside this, the VCA also issued design requirements for a Single Stage to Orbit (SSTO) spaceplane with a 36 passenger capacity to transfer colonists from the surface of kerbin to LKO using existing civilian infrastructure.
