The Zeouli People's Militia is an organisation and paramilitary force dedicated to ending Sarconian rule over Zeoul, following the nation's annexation in 2115. The ZPM first coalesced in the early 2140s, but came to prominence in the wake of the Zeoulian Rebellion which ended with the dismantlement of most prominent Zeouli independence organisations of the time. The group went on to absorb all other significant Zeoulian resistance movements. The ZPM has been engaging in irregular and asymmetric warfare with Sarconia for several decades, and the intensity of this conflict has varied dramatically. Its political wing, the Zeoulia Free Party, is not recognised as legitimate by the Sarconian State and is banned from local and national elections, though third party polls show it to have significant popular support in the Zeoulian Heartlands.

History
Persistent rumours have alleged to links between Zeouli People's Militia and Laythian Union actors on Kerbin. No concrete connection between the two has ever come to light, beyond the LU's position as a successor state to the (largely Zeouli) Aquarian Joolian diaspora. Nevertheless, it is the subject of several conspiracies, some even claiming that Aquaria's former intelligence agency C140 continues to operate in the outer system under the LU.

The ZPM's principal targets are Sarconian Military installations, state institutions and buildings, and government officials. There have been over 100 shootings of Sarconian police and troops recorded each year since 2188.
In, 2170, then President of Sarconia Jaaguui Kerman was assassinated during a speech in Rimor in an attack immediately claimed by the Zeouli People's Militia. While strenously denied by Sarconian officials, these security challenges effectively put a stop to all future public engagements during presidential visits to the Zeoulian Heartland. In one famous incident in 2189, a militiaman fired and hit one of the Sarconian Air Force's C512 Belugaléo heavy airlifters with a MANPAD during its departure from Fort Aitken. The aircraft, A512-007 'Ud Netuar' (Sarconian: lit.'Endurance') was enormously damaged, losing three of its six engines, pressure in two sets of hydraulic systems, and all electrical power generation save for one set of photovoltaic panels on the upper left wing. Had it been laden with cargo at the time, it almost certainly would have been unable to maintain altitude and struck the ocean. Nevertheless, the aircraft limped back to the airbase and was eventually returned to service at great expense.
The Sarconian response was immediate. Within minutes, the firer was airstriked at the wheel of his van while fleeing the scene at 200km/h. In the months following, police crackdowns worsened dramatically and the military presence in Aitken was tripled.
Ideology
As the militant wing of the Zeoulian independence movement, the ZPM has a strong affiliation with Zeoulian Nationalism.
Strength
The Zeouli People's Militia is believed to comprise hundreds cells, with total membership numbering in the thousands. As a fighting force, it is equipped primarily with small arms, explosives, and first-person-view drones.
The ZPM controls a small and irregular constellation of pirate satellites, used for communication, illegal broadcasting across Zeoul, Sarconia and Doren, reconnaissance, and occaisonal haphazard offensive actions against Sarconian orbital assets. The majority of these are believed to have been purchased secondhand from an unknown state sometime in the latter half of the 22nd century.
