In 2158, a need for a tactical bomber to bomb non-strategic targets was identified due to the possibility of a strategic bomber shortage when large amounts of such bombers were to be used to strike non-strategic targets instead of strategic targets. Therefore, the Dorislavian Air Force issued contracts to Astiv Aviation, and Kobyecraft Design Bureau to build a tactical bomber. Astiv submitted the As-20 twin-engine tactical bomber, while Kobyecraft submitted what would be the winning aircraft, the Ko-28.
