Quadrilateral Security Arrangement (2103~2148)

The foundation of the Imperial Union traces back to the 2098 Tri-Lateral Security agreement between the nations of Orion Empire, Vocavium, and Reformed Westray, which was sparked by growing concern over the rapid genocidal expansion of KAFSOC to the north of Westray and Vocavium. The securtiy arrangment entailed a mutual-defence pact between the participant nations, as well as a stipulation for greater defence and economic cooperation. While the initial 30 year arrangement was set to expire on the eve of 2134, the unexpected threat posed by the newly formed Krosterreich prompted the 3 nations to instead renew their security arrangements by another 15 years, with the inclusion of the Firesvar nation Celeste. The inclusion of Celeste was initially met with skepticism and controversy, particularly in Kafrican circles whom mostly viewed the inclusion as the Orion Empire's discrete attempt to further consolidate power. Despite the understandable doubts over the new addition, Celesi construction and logicistic expertise would prove to be a valuable asset for the participant nations, enabling the two Kafrican nations to mitigate the devastation of the Kolusian Dust Bowl and Krosterreich-Vieno war of the late 2130s.

Reconstruction of Vocavium

The invasion and subsequent genocide of the Vocavian population by the KAFSOC regieme had decimated the population by early 22nd century. The slow-bombing of the Vocavian capital, Windsteer, only exacerbated the issue, leading the nation into a demographic and economic collapse by 2100. In order to avoid a complete implosion, the Vocavian government would formally sign the Treaty of Windsteer in 2102, relinquishing official control of Vocavium to a joint provisional government under Reformed Westray and the Orion Empire. Within the newly established government, the Orion Empire assumed control of the administrative duties and defence of Vocavium, while the neighbouring and culturally aligned Westray began culturally and economically aligning Vocavium to gradually repopulate the nation.

With the reconstruction of destroyed cities and urban areas, the nation experienced exponential increase in population as Vocavians whom had sought refuge in Westray became more inclined to migrate back to their homeland. The governments of Orion and Westray also implemented massive subsidies and public campaigns to encourage settlements in Vocavium, leading to record-breaking levels of immigration in newly constructed New Windsteer and other major Vocavian cities. The drastic shift in demographics raised concerns over possible ethnic tensions, prompting persistent promotion of a pan-Westrayan identity by the Vocavian and Westrayan government. Utilising the rising popularity of Engelism within Westray, the Westrayan and Vocavian people were presented by their respective governments as "inseperable brothers... with one history, one culture and one language".

The Imperial Union is a constitutional monarchy and a parliamentary democracy, operating under a unified and codified constitution as of 2200. As a parliametary democracy, the nation initially did not posess a formal constitution. However, following the 2154 constitutional and head-of-state crisis, the former state and dominion-level constitutions were unified into a new national constitution under the interim Horgen government. Also known as the 2155 Constitution, the newly written constitution would become officially recognised by the central government and local authorities after a successful national referendum in late 2154.

As a bicameral entity, the Imperial Parliament is composed of the lower house (National Assembly) and the upper house (Imperial Counsel). The National Assembly consists of 648 members of parliament, each representing a unique constituency in the empire which elects them for a 4 year term.
